The Next and previous actions in the Navigate menu have two problems

1) They only toggle between problems. If you select a problem and then select 
Ctrl , it will go to the next one. If you do it again it goes back to the 
first one.

2) Using punctuation for accelerators is dangerous. ' in particular is not a 
usable accelerator on many platforms. This should be changed.

Problem #1 is a JDT issue as they provide the implementation for the next/prev 
action. A bug report should be opened against them if its important usability 
issue.

Problem #2 is valid and should be addressed. Need to talk with Nick about his 
choice of keys for these actions.

The ' accelerator is not a problem. I confused it with other similar keys (the 
slanted 's) on European keyboards.
