full solution for the enhancement

Run decorators that are effected by active configuration change.

These decorators can be detected by testing: 
"Decorator".
isLabelProperty(project,CProjectDescription.ACTIVE_CFG_PROPERTY.getQualifier())

The patch proposed in bug 247021 reduces the need for applying this enhancement, since it also solves the problem of "decorators activation after active configuration update". Hence this enhancement can be dropped.
