According to http://wiki.eclipse.org/COSMOS_API_Cleanup, the following plug-ins are in violation for properly indicating provisional and internal APIs:

Since this is explicitly assigned to the Data Collection component, I'm
creating a separate defect (bug 232078) to not only add the
internal/provisional package name tokens for the repository plugin, but to also
adjust the location of those tokens in the smlif and validation plugins per the
new guideline that these be placed in the 5th slot in the package name.

I have renamed all packages to include proper API notations.  I also updated section 2 of the COSMOS developer guide to fix package references therein.  Rich, if you have already slurped the content of that section, you should grab it again.
