Steps To Reproduce:
1. Check out a Java project from a CVS repository.
2. In the Keys preference pane, bind the "Synchronize with Repository" command (under CVS category) to any non-conflicting key sequence, and set "When" to "In Windows". Click OK.
3. Switch to the Java perspective.
4. In the Java Package Explorer, focus the Java project.
5. Execute the key sequence from step 2.

I expected the synchronization to be performed, but instead I see a dialog that reads "The chosen operation is not enabled".

The "operation is not enabled" syndrome was first noticed by Markus in bug 228405.
