The background of this request is :
We have a menu which control visibility of each ActionSet items. Because we 
have many ActionSet, we'd like to put a shortcut menu for customizing ActionSet 
visibility. 

The API we want are
- API to check the current visibility of ActionSet.
- API to show/hide each ActionSet forcedly.
  Current IWorkbenchPage#showActionSet, IWorkbenchPage#hideActionSet doesn't 
work when user customizes it by GUI or plugin.xml specifies the initial 
visibility by perspectiveExtensions.

Making the "behavior" changes to show/hide action sets is not trivial and far 
too complicated for this late in the 2.0.1 cycle.

The idea of a quick way to show/hide action sets from an editor shortcut menu 
has been discussed a few times in the past. It is something that the workbench 
would like to generalize for all editors. But nothing we can do for 2.0.1 
release. Will it be part of 2.1? That all depends how high a priority this is 
to workbench clients like yourself and others.

action, actionset, global action, and contribution issues are all being 
reviewed now (for M5). 

i can tell you that 'contexts' which have recently evolved into 'activities 
and roles' - ongoing work for M5 may change entirely the idea of turning 
on/off action sets. 

by the end of M5 we should have a better answer for you.
