When showing working sets at top level elements in the common navigator, there is no way to see projects that do not belong to any working set. The Java package explorer has a special working set call "Other Projects" that automatically contains all projects that do not belong to any working set.

Problematic workflow:
- use "Top Level Elements" -> "Working Sets"
- create a new project
--> the new project disappears

In the Package Explorer it ends up in the "Other Projects".

If you have many of projects organized in working sets it is close to impossible to find the projects that do not belong to any working set if there is no "Other Projects".
