Log errors and information in data managers for debug purposes.

Data managers and broker are now logging messages using log4j.  

Log4j configuration files is provided for the end-to-end demo. 

Logging guidelines are written in a wiki page: http://wiki.eclipse.org/COSMOS_Logging

A program is created to assign message IDs to messages that follow naming conventions described on the wiki page.
