after the installation and configuration steps, do the following:

1. start Tomcat, 
2. wait for a few seconds, 
3. Deduce the URL of the service finder and the broker, register all data managers
4. If step 3 fails, wait for a few seconds and retry step 3.  
5. If registration still fails after 3 attempts, print a message saying data managers cannot be registered automatically.  Ask the user to use the command line client to register the data managers.

The broker database is copied to the axis2 web service during demo installation.
