Steps To Reproduce:
1.Import attached project file.
2.Open MANIFEST.MF
3.In exporting section choose externalize string wizard
4.Choose ExtensionMenuTest then click next
5.Select all then click finish

More information:
Even hard code should be avoid, the user are permitted to enter it.

externalize String Wizard is in org.eclipse.jdt.ui

It depends which one. This bug is about PDE's string externalize wizard.

Natta, can you please attach the project you're talking about ? :)

That being said, I don't really understand what you mean by "hardcoded" strings ... Is by chance your bug similar to bug 225047 ?

Natta, can you please confirm that juste after your step 5 you have a step 6 with an error message like "Some characters cannot be mapped using "ISO-8859-1" character encoding.
Either change the encoding or remove the characters which are not supported by the "ISO-8859-1" character encoding."

If the answer is yes (and I think it is), it's definitely a dupe of bug 225047.
