Fix to PE proxy options parsing

The AIX PE proxy doesn't properly process the --useloadleveler option due to a mismatch in the command string sent by the front end and whet the proxy expects. This patch fixes the problem and should be included in the 2.0.1 build. I created this patch after extracting all PTP source using the ptp 2.0 project set definitions. If there's anything else I need to due to fix this in other CVS branches, let me know
