Current client code uses SOAP 1.2.  Because of the problem described in Bug 228294, and the spec claims support for SOAP 1.1, I propose to use SOAP 1.1 as the default SOAP version.  Also provide a method to configure the client to use either SOAP versions.

Default soap version is set to 1.1. 

WSDL files for example MDRs are changed to use soap 1.1.
