Steps To Reproduce:
1. Import the AreaService.wsdl file from the tutorial for Top down Axis 2
2. Do a top down web service with Axis 2
3. Set service's scale to Start, no client needed
4. See the whole thing hangs after clicking Finish


More information:
Works fine with bottom up.
I still see the hang when checking JUnit test case for client creation.

I'm still passing the smoke test because we can workaround by setting scale to deploy and manually add to the server later.

The problem doesn't occur with a fresh  new workspace (without Axis 1 web
services and clients)
I just tried with Tim a while ago.

Resolving this bug as I am no longer able to reproduce the hang even with a workspace with mixture of Axis 1 and Axis 2 and using all the steps as I always did in last week 's smoke test.
