Steps:
- Ctrl-Shift-R to open the Open Resource dialog
- enter "MANIFEST.MF"
- arrow down one by one, observe flashing (decoration appears, disappears, then appears again)

I have Mylyn installed. Not sure if this happens in a "clean" install too.
