Steps To Reproduce:
The Top Level Elements available in project explorer are Projects and Working Sets. 

If you create working sets, set the top level elements as "Working Sets", close the view and reopen it, top level elements default to "Projects"

WIth the fix to bug 212389 (in 3.4.1 and 3.5M2), this problem does not happen any more.
