Steps To Reproduce:
1. Download .zip files for WTP 3.4M6 (wtp-S-3.0M6-20080404175400.zip) and all its requirements, preferrably as SDK versions
2. Unzip the .zip files and add local site for each
3. Install from these local sites using P2 UI (in correct order: EMF, XSD tooling, GEF, DTP, WTP)
4. Wait seemingly indefinitely while WTP is installed

While the installation takes place, screen updates are very slow, sometimes giving the impression Eclipse isn't responding at all anymore.

A fair amount of time is spent creating a plan to compute the size of what needs to be installed. This is a known problem that we are planning to fix for 3.4.
