The first time the resource manager option pane in the resource manager wizard is displayed for the PE plugin after Eclipse is started, all fields are blank. If values are filled in, those values are saved properly. If the resource manager wizard option pane is displayed again in the same Eclipse session, the values are restored correctly. If Eclipse is restarted, then the first time the resource manager options pane is displayed in that new session, the values are all blank again.

There were a couple of problems related to saving and restoring the resource manager options specifying LoadLeveler was to be used and the trace level used for debugging.

This patch fixes these problems.
