Currently COSMOS information and error logging is ad-hoc and disjointed. Some messaging to MUSE log others to Tomcat log etc. No set format or structure to log messages. Need to define structure for logging subsystem and template for messages.

Logging is supported in i11.  Work is done under bug 229426.
