Fix for PE preference bug

The PTP PE preference panel checkbox labeled "Allow applications to run after proxy shutdown" is not always properly saved. If the setting of that checkbox is changed along with another preference field's value, then the value is changed. If it is changed without changing any other preference values, it's not saved, since a SelectionListener was not registered for that checkbox.

The attached patch fixes this along with a small reorganization of the code.
