After starting up the 0924 build I went to the user ui and added http://update.eclemma.org/. When I tried to install the feature from this site, the resolution failed complaining that the SDK could not satisfy.

This reminds me in some way of bug #222000.  Or at least they both have the same issue that if the repos have changed since doing some install work, you are hosed.

This will also block the automated tests because there are no repositories available and it attempts to resolve when the test bundles are added into the dropins folder.

The problems seems to be caused by the absence of metadata cache in the SDK download and since we don't pass in to the resolver the IUs contained in the profile we don't find the IUs for the SDK. 
I have fixed the problem in HEAD by passing to the resolver the IUs contained in the profile.
