Open a plugin.xml file.
	- It will open the "Plugin Manifest Editor"
	Popup menu - Open With -> Default Text Editor.

	Nothing will happen.
	We could:
		- disable the open with menu option
		- open a second editor
		- tell the user that there is already a editor opened in that file.	

NOTES:

This bug is obsolete.
Open With currently activates the existing editor, even if it's the wrong kind.
