If the summary of a task is longer than the tasklist can display and Eclipse is on a second monitor (to the right of the main monitor for sure), then the tooltip becomes aligned with the right side of the second montior screen.  If the summary is short or Eclipse is on the main monitor, the tooltip is displayed properly.

This should read left side of the second monitor

It looks like the fix did not make it into Eclipse 3.3.2 but it has been fixed in Eclipse 3.4M4.
