Steps To Reproduce:
1.  In Windows XP, change theme to "Windows Classic"
2.  Open the PDE editor for any plugin.xml which exports packages
3.  Click the "Runtime" tab
4.  Select a package in the "Exported Packages" list
5.  Press "Alt" -> The radios in "Package Visibility" disappear
6. Open any other editor
7. Click back to the PDE -> The radios in "Package Visibility" are back

8. Close the PDE editor
9. Perform steps 2-4
10. Press "Tab" -> The radios in "Package Visibility" disappear
11. Move mouse over radios -> radios reappear



More information:
These problems are not specific to the PDE editor, they occur in every form editor I've tried -- including one's I've written myself.

These problems don't seem to occur for the "Windows XP" theme

Reopen if not fixed in 3.3 for you.
