This defect is to separately address the same problem identified in https://bugs.eclipse.org/bugs/show_bug.cgi?id=201412.  Per our meeting discussion today, it was agreed that a separate defect would be filed for the TPTP 4.5 branch, since it was felt that the fix would likely be different.

So far, I have experienced that the AC will reach a "bad" state after around 30 to 40 URL test executions on Windows XP using TPTP 4.5i5 driver.  No further tests can be run until the AC process is restarted.  In addition, the AC process is leaking handles at around 22 or so per test execution.  Refer back to 201412 for further details on the failure.

The patch reduces number of leaking handles from 12 to 6 by closing two threads listening for the process stdin and stderr.
