BIRT Test Reports do not contain any content.

The BIRT Test Reports in the 4.4.1-200802061217 build do not contain any content.  The reports are generated but there are no results reported.  This was reproduced on Linux and Windows XP.

Note, running the TPTP 4.4.1-200802061217 build with JRE 1.4.2, BIRT 2.1.3, DTP 0.9.1 and GEF 3.2.2, the reports work as designed.  

Verified that it is not the same issue as https://bugs.eclipse.org/bugs/show_bug.cgi?id=202331 by self-hosting an instance of TPTP using both the BIRT and DTP contants:

org.eclipse.birt.report.data.oda.xml.inputStream
org.eclipse.birt.report.data.oda.xml.closeInputStream

org.eclipse.datatools.enablement.oda.xml.inputStream
org.eclipse.datatools.enablement.oda.xml.closeInputStream

This appears to be a regression with the BIRT 2.2.2 driver.  Opening a BIRT defect.
