Show empty rows doesn't work correctly

Steps to reproduce:
1. Open attached report.The report set show empty row in Quarter.
2. Preview.

Expected result:
1. Display four quaters for each year
2. Display four months for each quarter.

Actual result:
1. Display four quaters for each year
2. Display twelve months for each quarter.
