Perfmon (monitoring agent and statistical views) as-is component is missing documentation plug-in.

This documentation plug-in should contain the /org.eclipse.tptp.platform.doc.user/statcon_toc.xml TOC and be included in the feature for the Perfmon (monitoring agent and statistical views) as-is component.
