Given that we are yet to meet with Toni Nadalin in regards to Higgins, I am deferring this ER to post i11.  However, we must try to close this in i12.

Agreed on COSMOS Architecture call (17 July, 2008) to defer this ER to future. There are currently no additional agreed on requirements for security.
