Sign jar files with eclispe certificate.  It's a requirement if COSMOS wants to participate in the release train.

Per conversation during RE meeting this AM, this is still blocked on 

(1) Recieving certificate.   
(2) This task requires "Committer" status.   While Len's commiter status is in progress, this will not be closed upon in time.
(3) Question as to whether 3rd party jars need to be signed.

Told RE that this must be cleared up by EOW, or this must slip into i11.
