The XSLT editor should be able to selectively load xslt 1.0 or xslt 2.0 grammar for content assistance and validation based on the version attribute of the stylesheet that is being editted.

Committed and released to Incubator xsl.map file.

mass update to 3.1 target due to movement from wtp incubator to wtp source editing lost the original milestones.
