The XSL setting options should all be under the Web and XML Files options.  This groups them into one common area with all other XML options.

This is now done (for the launching anyway)

Doug, I refactored this a bit and moved the MainPreferences out of debug.ui and into xsl.ui.   The reason is that the MainPreferences is the root that all of the other XSL preference pages extend on, and it made more logical sense to have it there.   I left all of the other launching specific features in the launching ui.   I'll check the change in a few minutes.

mass update to 3.1 target due to movement from wtp incubator to wtp source editing lost the original milestones.
