XSLT template should not have DTD definition defined.   This is non-standard for XSLT editors, as they typically use their own Grammar definition file to provide the content assistance and structural validation.

Fixed templates so that DOCType is not included.   Currently uses the XML Catalog to resolve the grammar for the XSLT elements.

mass update to 3.1 target due to movement from wtp incubator to wtp source editing lost the original milestones.
