Source for IBM LoadLeveler support

The IBM LoadLeveler resource manager contribution has been completed and approved for release. Two files are attached, the new resource manager code and a small patch to the BUILD scripts for Linux x86 and Linux x86_64.

I only included IBM originated files for the org.eclipse.ptp.ibmll.proxy project. The additional files needed for the automake, autoconf and configure tools to work need to be copied in from an existing PTP proxy package.

Corrected source for IBM LoadLeveler support

This file replaces the original source file for the LoadLeveler plugin. I just verified this builds correctly using PTP source extracted on 12/18

I attached a tar file containing the org.eclipse.ptp.ibmll-feature package files. I'm not sure these are correct or how to verify them, so please check them before committing.
