Build: 2.0

I have the following java packages:

org.foo
org.foo.bar
org.foo.bar.baz

If I change a type in package org.foo.bar.baz, all three of these packages show 
up as having outgoing changes when the CVS decorator is turned on.  This appears 
to be incorrect because when you expand "org.foo" or "org.foo.bar", there are no 
types that have outgoing changes.  The logical to physical problem strikes 
again...
