Fixes the problem. Writes warning to the Error Log.

Steps To Reproduce:
1. Add incorrect svn:externals property to the folder with valid content.
2. Commit the changes.
3. Try to browse the repository (this folder actually).


More information:
If the folder has the incorrect svn:externals property the user can't see it valid design in SVN Repositories View and SVN Repository Browser View.
