A new programming model is required for the data visualization component.  

Deployers should have the ability to contribute widget to the COSMOS ui.  

The should have the ability to create new dashboard widgets.  

An infrastructure is needed to provide this extensibility.

The details of this work was discussed in the f2f.  Design document is to follow

Since QA is expected to verify all ERs, what are the verification steps for this one?  Any new JUnits for this, such something that invokes any of the new APIs?

I added TPTP manual tests so that the results can be caputred.
