Enhancment to BIRT UI - cross tab filter dialog
- To allow user to specify filter on measures.

Fixed, but a little issue remains
In filter page, user selects an item, and edits it. After closing the edit dialog, the order of items may change, but the previous index will be selected automatically, probably the selected one is another one.
