Steps To Reproduce:
1. Run RTL application with "box" and "balloon" tooltips, attached to some its controls. 
2. Check appearance of their contents.
3. Check, how tooltips are placed close to the bounds and in the middle of the screen.

Contents of tooltips remains LTR-oriented.
Placement of "box" tooltips in the middle of screen and placement of "balloon" toolotips close to left and right bounds of the screen is not correct.

this defect was verified against IES 3.5.0 GM and the problem still exists.

I believe this is still reproducible, as the setting RTL properties in ControlExample don't seem to have any effect on the ToolTip.
