I20071017-1638, recent regression

File > Properties (Alt+Enter) is broken: always disabled, shortcut does not work. Context menu action is OK.

Interesting.  It works from within the editor.. it only seems to be disabled when a view is active.

We recently change this to be a command action.  If the view properties action doesn't set the actionDefinitionId before calling setGlobalActionHandler(*) it won't show up.

There is also a fix that needs to go in (dependency).
