Steps To Reproduce:
1. Create a new BPEL process file.
2. Add a new variable and view its properties (details tab).
3. Click the browse button to select the variable Data Type.
4.  Filter out everything except primitive types.  Select {http://www.w3.org/2001/XMLSchema}double.
5.  Click OK.  Click OK again on the namespace mappings dialog.
6.  Save the BPEL file.
7.  View the BPEL source.  Notice this import at the top (examine the location attribute in particular):

<bpws:import importType="http://www.w3.org/2001/XMLSchema" location="bundleentry://544/cache/www.w3.org/2001/XMLSchema.xsd" namespace="http://www.w3.org/2001/XMLSchema"/>

The location isn't a valid URI and will cause problems for BPEL runtimes.

Here is a suggested fix for this bug. I suspect it is not the best solution, simply the easiest for me

Fixed this bug using Olegs patch below - no import to the BPEL should be needed for the standard XSDSimpleTypes.
