The annotations that add WSDM support are currently in the data collection component.  These should be refactored into the management enablement component.

Project & Package Names
The current project is org.eclipse.cosmos.management.common and the package is org.eclipse.cosmos.dc.mgmt.annotations

Moving this into the ME space, we can make the following:
Project: org.eclipse.cosmos.me.management.annotations
Package: org.eclipse.cosmos.me.management.annotations


I'm assuming that we will be able to clean up the projects org.eclipse.cosmos.management.common_HEAD  and org.eclipse.cosmos.management.wsdm_HEAD.  Can these be removed from the repository?

I've checked in the initial code. I'm not setting this bug to fixed as I've got some follow-on cleanup I'd like to do.
