Use case:
I have a big patch to review. I apply it to the workspace. I have a set of outgoing changes in various files in the synchronize view. I create two change sets: 1. reviewed 2. toGo. I add all outgoing changes to toGo. Now I open each resource in the compare view and if I'm happy with the changes move the resource from the toGo set to the reviewed set. 

Is:
 I drag one change and try to drop it onto the toGo change set. Sometimes the drop indicator says 'no drop' sometimes it says 'drop allowed'. If drop allowed and I drop nothing happens.

Should:
 Drop indication feedback should be consistent. Drop should be allowed. When dropped resource is removed from toGo and added to reviewed.

Nothing in the log. It works if I do Add To>Reviewed in the context menu.

I would be happy to see this one fixed too.
