This does have a version of BEA Workshop Studio in it, but I've seen similar painting issues in plain Eclipse.

Steps To Reproduce:
I pasted some code from a jsp file into a java file.  That brought up a toolbar with items like Sort|HideFields|HideStaticFieldsAndMethods ... into the middle of the text.  The toolbar persists in the same absolute screen location if I scroll up or down.  Not sure how to get rid of it.

It's probably a painting bug in Eclipse, maybe in JFace or SWT. That looks to be the toolbar from the Outline view for .java files. I've attached a screenshot.
