When I run eclipse for 64-bit Windows I get the "Could not load library: localfile_1_0_0.dll" line in the error log.

I assume that you launch Eclipse in 64 bit mode. If so and you use ia64 , this is a duplicate of the bug 210121.

Works fine, I've also opened bug 268766 to include the new bundle in the Platform feature.
