1. have a writable cu with a class
2. open it in the editor and reveal in the package explorer
3. go to the outliner and open the context menu
4. go to the package explorer and make the file read only
5. (careful not to change the selection in the outliner!) open  the context 
menu in the outliner - all source actions are there!

This bug is also possible vice versa:
1. have a read-only cu with a class
2. open it in the editor and reveal in the package explorer
3. go to the package explorer and make the writable 
4. (careful not to change the selection in the outliner!) open  the context 
menu in package explorer - all source actions are not aviable!

This is very uncomfortable if you use a plugin such Visual Source Safe which
makes files writeable od checkout.
You cannot modify the file until you have choosen an other one and then switched
back to the original.
