Eclipse Configuration Details

When I open a Task from JIRA, all non-ascii characters are displayed correctly. If I press submit (without adding any changes), the non-ascii characters are converted to garbage characters (e.g. ü -> ü), as if the text is converted to a different encoding (UTF-8) before submitting.

I'm using Eclipse 3.3.3 and Mylyn 2.0. The OS encoding is Cp1252. Eclipse is using ISO-8859-1 as default encoding. The JIRA Server is running on Win2003, using ISO-8859-1 encoding on the server (the OS encoding is Cp1252). The Mylyn JIRA Repository is using ISO-8859-1.
