In COSMOS 0.4 users are required to run the web server hosting the COSMOS client application on the same machine as the one hosting the SML repository.  Going forward we'll need to wrap the SML repository as a WSDM endpoint that the servlet application can access from an alternative machine.

I'm further generalizing the summary and description of this enhancement:

We need to define a generic framework that will allow the COSMOS client to systematically access and use the query services of MDRs.  That is the method used to discover the query service of an MDR that stores resource information should be identical to what is used to access the query service of an MDR that stores performance data.

The SML repository will need to provide an implementation of this framework after the completion of 200222.  There is an open question of where to store the code.  (i.e. Will the framework reside under the DC project or the ME project?)
