highlighters should be stored in the task list data, so it would be possible to restore them from the backup data or even share them with other users using common import/export mechanisms.

Presentation settings (e.g. highlighter colors) should not be stored with the task list data.   Based on our the conference call conversation we had it sounds like the best solution is to make highlighters correspond to properties, thereby ensuring that the state corresponding to the highlighting gets externalized?

We should make this issue dependent on bug 168363 (which should also depend on bug 199818) and then rephrase summary of this issue to reflect that hightlighters should be attached to the particular tags. Then tags could be externalized and user can manage visibility and hightlighters for individual tags using local settings.

Agreed, and I will make sure to consider this use case on bug 168363 discussions.  Note that in terms of UI, not all attributes may show up as highlighters.  For example, if we support starring then a decorator might be more appropriate (or combo of decorator and highlighter).
