Build F2 + UI layout patch

In situations where views are stacked on each other (package+navigator+cvs 
repo) or (search+console+task+cvs history+log console). It happens a few times 
that when clicking on a different tab, the views won't switch.

I need to click on quite a lot of different tabs before the switching occur 
eventually. In those cases, the active tab is the one I had selected, but the 
newly selected view has not been brought to front.

If you can come up with reproduceable steps, that would really help.

The patch did not fix all the cases. Please get the build from today.
