If only the g-Eclipse core is installed the user is not even able to create a new Grid project. This is due to the fact that the only VO implementation we currently have is the VomsVirtualOrganization that is part of the gLite-feature. We should at least provide a dummy VO implementation in order to allow the user to create a project.

Since this is a new feature and we have currently our feature freeze, I target this to M6.
