Steps To Reproduce:
1. Create a WSDL that contains an empty parts attribute aon a soapbind:body element

The following error is shown:

"cvc-minLength-valid: Value '' with length = '0' is not facet-valid with respect to minLength '1' for type 'NMTOKENS'."

However, WS-I Basic Profile 1.1 states that the schema given by the WSDL 1.1 spec is wrong (http://www.ws-i.org/Profiles/BasicProfile-1.1.html#Type_and_Name_of_SOAP_Binding_Elements).

Hi Alexander, I think there is a bit of misunderstanding here? You mention the parts attribute of the soap:body element while the section you're pointing out in the WS-I specification mentions soap:header and soap:headerfault.

In any case, as of WTP 2.0, we are shipping the WSDL schema as corrected by WS-I. See bug 173600. Please re-try your scenario with WTP 2.0.

I will mark as a duplicate of bug 173600. Feel free to reopen with more information if you disagree.
